Updated October 2026

A Salem mortgage comparison should start with the property’s county and the household’s documented income, not just the advertised interest rate. Salem crosses Marion and Polk counties, while Keizer sits in Marion County. For state employees, a predictable salary can simplify qualification, but overtime, temporary assignments and recently changed positions require closer review.

Turn state employment into a clear application

Gather recent pay statements, W-2s and an employment history before shopping. Separate base salary from overtime, shift differentials and other variable earnings. A lender may average qualifying supplemental income rather than use the highest recent paycheck. Pension income requires its own documentation when retirement is approaching or already underway.

Oregon’s 2026 baseline conforming loan limit is $832,750 for a one-unit property. That is a loan ceiling, not a purchase-price ceiling: a larger down payment can keep a more expensive home within conforming financing. Review FHFA Loan Limits and compare principal, interest, taxes and insurance with the monthly payment calculator.

Compare assistance by total cost

Oregon Housing and Community Services offers Flex Lending through FirstHome and NextStep, including 4% or 5% down payment assistance with forgivable or repayable structures depending on the option and eligibility. Ask how the assistance amount is calculated and what happens after a sale, refinance or early payoff.

The Oregon Bond Residential Loan Program provides another comparison through Cash Advantage and Rate Advantage. Evaluate the interest rate, available closing assistance and resulting monthly payment together rather than treating assistance as automatically cheaper.

Read the actual Marion or Polk tax account

Measure 50 generally limits annual Maximum Assessed Value growth to 3%, but qualifying new construction or major remodeling can create exception value. It does not cap every tax bill increase at 3%. Measure 5 applies Real Market Value-based compression limits of $5 per $1,000 for education and $10 per $1,000 for general government, with important exclusions such as qualifying bonded debt.

Use the property’s tax statement and Oregon Department of Revenue guidance instead of estimating taxes solely from the purchase price. Washington County’s grandfathered $1-per-$1,000 transfer tax does not apply merely because a transaction occurs in Oregon. Finish with the closing cost estimator and a property-specific insurance quote.

Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
