Oregon OREF Sale Agreement Financing Contingencies, Seller Credits and Closing Timelines — Basalt & Byline
Updated October 2026
An accepted Oregon offer starts several clocks at once: earnest money delivery, inspections, financing approval, appraisal, and closing. The signed OREF sale agreement and any addenda control those obligations. A mortgage preapproval does not replace the financing contingency or guarantee that the property will satisfy underwriting.
Put contract deadlines on one calendar
Read the actual agreement for how days are counted, when notices are due, and what must happen to exercise a contingency. Do not assume an inspection objection automatically extends financing or that a lender delay automatically protects earnest money.
- Deliver earnest money through the designated escrow process.
- Independently verify wiring instructions using a known telephone number.
- Order inspections and submit lender documents promptly.
- Track appraisal conditions and outstanding underwriting items.
- Request any necessary extension before the existing deadline expires.
The Consumer Financial Protection Bureau explains Loan Estimates and Closing Disclosures. Buyers generally must receive the initial Closing Disclosure at least three business days before consummation. Certain changes restart that waiting period, but not every correction does.
Allocate seller credits to permitted expenses
Seller concessions can cover eligible closing costs, prepaid expenses, and approved rate buydowns within program limits. They generally cannot replace the buyer’s required down payment or become unrestricted cash back.
A temporary buydown subsidizes early payments; qualification generally uses the full note rate. Discount points instead purchase a permanent rate reduction. Compare the price, credit, interest rate, and expected ownership period together.
Review today’s rates alongside the closing cost estimator. If assistance is involved, obtain compatibility approval from the lender and administrator, including any Oregon Housing and Community Services program.
Account for Oregon-specific closing details
Washington County has Oregon’s only state-grandfathered county real estate transfer tax, generally $1 per $1,000 of consideration, subject to applicable exemptions. Confirm allocation and calculation with escrow rather than assuming a statewide transfer charge.
Veteran buyers should distinguish the Oregon Department of Veterans Affairs state home loan from a federal VA-guaranteed mortgage. Eligibility, down payment, pricing, and concession rules are not interchangeable.
Finally, closing requires more than signing. Coordinate lender funding, recording, and possession under the contract. Oil tank findings, septic repairs, or appraisal conditions can derail a short schedule. Basalt & Byline recommends negotiating a realistic completion path before making earnest money depend on an optimistic funding date.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
